Normally we call it a Java IDE (Integrated Development Environment). The terminology, Java tool, has different meanings.

For Java IDE selection, you can get on the www.javaworld.com to see the comparision between the major Java IDEs.

I think that anytime is good time to get a Java IDE. Some people argue that you should try to program Java manually first. But from my experience with Java and other languages, it does not matter. In fact, using a DE can help you more to pick up right habit by generating well structured code.

I personally believe that the Insprise JBuilder is one of the top notch IDEs. Symantec's Visual Cafe is another good on. Depending on the computer platforms you have, IBM VisualAge for Java is not bad at all but it has a higher learing curve than the two IDEs mentioned first.

Just stay away from the Microsoft VisualJ++.
